The Literacy Faculty met on January 28, 2003 in the lounge area outside of Dr. S. Powers’ office.
The Mexico City Program was discussed. Since the Literacy piece has not been added to the Mexico City Program specifics were not given to us . Based on the generalities discussed all faculty expressed interest in talking to the person in charge of the Mexico City Program when Literacy is targeted as a possible participant.
Dr. Powers announced WKU has $240,000 available and a join proposal between speech and literacy was in the process of being written to apply for funding to update the sound system in the clinic.
Dr. Powers also shared that the Fall 2003 schedule for Special Instrutional Programs has been completed and submitted for printing.
Dr. Powers requested 3 copies of each of our current syllabi. All faculty need to give these to Mary Epley as soon as possible.
Dr. Powers announced that Equipment is available for use by the Literacy Faculty. The overhead projector can be checked out from Sherry Powers and the proxima and lap top can be checked out from Pam Petty.

The Literacy Clinic Scholarship Application developed by Dr. Sherry Powers and Felicia Ferguson was submitted to the literacy faculty for discussion. The information in the application will enable clients to understand our Literacy Center’s procedures for scholarship application and will also decrease the amount of time Dr. Powers and Felicia spend explaining information to potential clients by phone.
A brochure is being developed under Dr. Powers direction for the WKU Literacy Center. This brochure is to be used as a means of allowing the public to know the services the Literacy Center provides for the public. All of the Literacy faculty felt the brochure was an excellent idea and were pleased with the rough draft. Considerable discussion took place over the wording used in various places in the brochure. Dr. Powers shared the brochure was mainly developed for the population who would be using the Literacy Center, principals, teachers, and parents. It is important that readers clearly understand the purpose and services provided by WKU.
Dr. Powers has worked on a rough draft for the Literacy Program. It is unclear whether the program needs a revision or whether submission of a new program is needed. Dr. Powers is working with Dr. R. Poe to ascertain whether there are documented codes in WKU records which would provide evidence WKU has a Literacy Program on file.
The revised Literacy Program and courses were discussed. New courses that have been through the approval process (fall 2001-spring 2002) and existing courses were reviewed. Dr. Powers discussed the thesis versus the non-thesis option with current graduate students. All twenty-one graduate students polled indicated that they would prefer the thesis option to the non-thesis option or to the comprehensive exam option. The potential program revisions continue and are based on 18 months of meetings that have been held to build the program. The thesis/project option was discussed. The Literacy faculty voted unanimously that the non-thesis option and/or comprehensive exams would be eliminated in the revised/new program. Only the thesis option would be developed for the graduate program.

Dr. Powers announced the old Literacy Program had been found by Dr. Poe in our archives. Dr. Powers will print out the proposed program and give a copy to each of the Literacy faculty. We then can begin making the necessary revisions. This will be considerably less time consuming than writing an entirely new program.
Dr. Powers shared with us that she had discussed additional psychology course options that would be appropriate for the revised program. Dr. Powers will check with Dr. Steven Haggbloom, chair of the psychology department to determine whether his faculty would see problems with us adding PSY 520, PSY 521 and PSY 540 as part of the specialization component or as restricted electives to our revised program.
Questions involving advising issues for the new Literacy degree will possibly not be resolved until the end of the year. Hopefully by that time all decisions concerning the new degree program will be finalized.
A Webquest was added to LTCY 519 for an assessment piece and as a critical performance. This will be turned into Tony Norman who is compiling documents for NCATE.

The Literacy Brochure draft created by Dr. Petty was given to all literacy faculty. Each of us was ask to look at this brochure and make suggestions for revisions at the faculty meeting on February 25th.
EDFN 500 will be required across the CEBS in the first 12 hours of students’ master’s programs. This possible change will mean the present LTCY 521 co-requisite will need to be changed as we revise the program to reflect the requirement that it needs to be taken in the first 12 hours of course work.
Dr. Powers and Dr. Poe are continuing to collaborate on revising the Master of Arts in Education in Literacy with the Reading & Writing Endorsement. The continuing discussions and documentation found by Dr. Poe indicate the best route for the Master’s in Literacy Program is to do a program revision, rather than submitting an entirely new program.
Dr. Powers and Mrs. M. L. Moore have submitted a proposal requesting $14,000 to update the sound system for the literacy and speech clinic facility. The present sound system is over 30 years old and replacement parts cannot be purchased for the present sound system.
Ms. R. Spencer, media specialist in the ERC asked Dr. Powers to announce the availability of funds for purchasing materials. Ordering information for requested materials should to be given to Ms. Spencer as soon as possible.
Paperwork for the LTCY 599 Literacy Thesis for the revised Master’s in Literacy has been submitted by Dr. Powers.
Dr. Powers requested Literacy faculty think about present and possibly future evaluation tasks for our Reading and Writing Endorsement students. We need to specifically look at the required comprehensive exam and how we are evaluating our overall program using students' work and how this aligns with the IRA standards for Advanced Reading Professionals and the Experienced Teacher Standards used in Kentucky.

Course texts for LTCY 421/444, and LTCY 524. A new edition of Readers, Teachers, Learners: Expanding Literacy Across the Content Areas by Wm. Bronzo and M. L. Simpson is will be out soon. Dr. Powers also mentioned Content Area Reading by R. Vacca and J. Vacca is also a possible text for our Content Literacy Courses.
Dr. Petty shared one of our current texts for LTCY 320 and LTCY 420, Teaching Reading in Today’s Elementary Schools by P. Burns, B. Roe and S. Smith is the most widely used reading methods text in the nation. Dr. Petty mentioned the literacy portion of the Praxis is closely aligned with the above textbook. Dr. Petty has linked all the on-line resources available with this text to her website and these on-line resources can be linked to other literacy instructors websites/syllabus, etc.
Dr. Petty also mentioned a possible text put out by the 4 Blocks program as a supplement for our LTCY 420 course. All literacy faculty expressed interest in the text. Dr. Petty will order examination copies for all literacy faculty members.
Dr. Powers shared the WKU College of Education & Behavioral Sciences Graduate Teacher Educators Survey for 2001-2002 graduates with the Literacy Faculty. Overall, the Literacy Faculty is pleased with the survey. Dr. Christian will write formal comments and circulate them by email to all literacy faculty members. Possibly the Literacy program in the future will create a survey to supplement the one above based on International Reading Association Standards for Reading Professionals.
Much discussion occurred around WKU College of Education & Behavioral Sciences NCATE Standard 2 – Literacy Program Assessment System and Unit Evaluation. Dr. Christian will revise the present document and circulate it through email to all literacy faculty members. Our present overall assessment for our Graduate Program is the Comprehensive Exam taken by all Master’s students upon completion of their course work. Our program is presently moving toward the Thesis option for evaluation of the Master’s in Literacy currently in the process of revision under the direction of Dr. Powers with assistance from Dr. Poe. Dr. Powers shared she hoped by the end of next year we will have finished using the Comprehensive Exam option and will have fully implemented the Thesis option.
Regarding Literacy Program revisions, Dr. Powers shared with us that the EDU 501 and EDU 598 does not have to be offered in our program provided the content is implemented in our coursework. In LTCY 520 and LTCY 521, students have a portfolio of their work in these classes which can be used as a program assessment for the Master’s in Literacy. Dr. Poe shared with Dr. Powers we will need additional hard data as feedback for our Literacy Program. Dr. Petty is currently working on a survey that will address this need.
Critical performances for MGE 421 and SEC 444 were discussed. Dr. Christian mentioned she would be teaching these courses this summer. After some discussion Literacy faculty agreed they would keep the current two critical performances: Electronic Research and Literature Based Instruction.
Dr. Powers announced the proposal she had written for $4,500.00 was awarded to our Literacy Center. This money will be awarded to clients in the form of Scholarships. The monies will be used to buy materials and replace perishable tests.
Dr. Petty shared there are digital cameras available for faculty use. These can be checked out from either Dr. Maxwell or Dr. Metze. Dr. Petty shared special software is needed to successfully used these cameras.

Literacy Faculty looked at the proposed SACS Evaluation form and made minor revisions. Yes and no questions were changed to responses from strongly disagree to strongly agree on a 4 point scale. It was also decided unanimously that the rubric would also be built around a 4-point scale. Dr. Christian was appointed to make the editorial changes in the document and Dr. Powers will construct the rubric.
Dr. Petty has been receiving responses from the Literacy Survey accompanied by requests for information on courses appropriate for the Master’s in Literacy Education. Since the program has not been fully revised, Dr. Powers suggested potential Literacy Ed. students could take LTCY 519, EDFON 500, PSY 510, PSY 511 or PSY 519 before completing their Form C for their degree program.
All paperwork has been completed by Dr. Powers to add the LTCY 599 Thesis, Research and Writing Class. This course will not need to go through the committee process because it is a revision of our old program.
LTCY 695 Internship in Literacy Supervision has been approved as a one-time course for 6 hours. This course will be offered Fall Semester for 3 hours and Spring Semester for 3 hours. Dr. Powers will work with the two students who have indicated the need for this class. The class has been written so that it is ready to take through the committee process if it is needed in the future.
The indicators document for our Critical Performances was given to Dr. Petty to tentatively complete. She will use the Disposition Statements (INTASC) to complete this document. Upon completion, Dr. Petty will email the literacy faculty the document for their input.

Dr. Powers led us in an examination of the rough draft of the pamphlet developed by Dr. Petty for the Master’s in Literacy. Revisions were suggested and pamphlets from other WKU programs in education were viewed. The literacy faculty chose blue as the primary color for our pamphlet. Dr. Petty will be making revisions and will submit a final copy for approval to the literacy faculty by the end of the first week of April.
Literacy courses for Summer 2003 are filling quickly and it appears we may need to hire additional adjunct faculty to meet the enrollment needs of our students. LTCY 421/444 and LTCY 519 already have waiting lists for Summer 2003. Dr. Powers is dialoging with a doctoral student from Univ. of Louisville who is interested in teaching these courses in an adjunct capacity.
Dr. Evans has been discussing with Dr. Lee, Dean of Potter College about the possibility of moving ENG 519 to the Dept. of Special Instructional Programs. This course has been dropped from the English dept. for Summer 2003 and Fall 2003. ENG 519 is a required course for WKU’s undergraduate degree in Elementary Education. Not offering the course Summer 2003 and Fall 2003 will delay some students’ graduation dates. If SIP does pick up the course, we will need an additional instructor to teach the course. Dr. Powers is dialoging with Dr. Evans concerning adding an additional faculty line to teach this course.
If ENG 519 is added to the Literacy program, it will be a course that could be taught on-line. The Literacy Faculty is pleased with the possibility of having this course because integrating it in our program will be beneficial in the preparation of students for LTCY 320 and LTCY 420.
Students from off-campus sections at Owensboro, Glasgow, Ft. Knox and E-Town have requested the faculty from the Bowling Green campus accommodate them with additional courses on-line, over ITV and through extended campus classes. Unfortunately because of budget constraints, the travel monies are not available for Bowling Green faculty to drive to the off-campus sites to facilitate the students there as they had been in previous years. However even with our limited literacy faculty resources, we have offered 48 courses to these off-campus sites through web-based instruction, ITV distance learning classes, graduate extended campus courses and undergraduate integrated field based methods courses.
As a means of solving this problem, Dr. Powers is attempting to obtain an additional faculty line and hire additional adjuncts to accommodate our students’ needs. The University is also attempting to make provisions for more people to teach on-line.
Dr. Powers reminded us of the upcoming presentations by candidates seeking the CEBS Dean’s position. She requested we provide her feedback via a form for each candidate’s presentation attended.

Dr. Powers encouraged Literacy Department Faculty to read A Parchment of Leaves by Silas House this fall. As a part of a campus and community outreach program WKU faculty members will participate in group discussions over this book Jan. 15 - Mar. 18, 2003.
Due to the imminence of the NCATE and SACS review the literacy faculty will be meeting frequently during this semester to work on program revisions. Dean Evans has chosen to make the revised Literacy Program one of the targeted areas for the College of Education and Behavioral Sciences. Presently Dr. Powers is engaged with Associate Dean, Dr. Retta Poe regarding program direction for the Master of Arts of Education in Literacy.
The rubric due Friday has been completed by Dr. Powers and approved by Dr. Retta Poe with only minor revisions. In preparation for SACS and NCATE Literacy Faculty members will work to establish interrater reliability using this rubric. This will help identify both strengths and weaknesses of the Literacy program. It will also facilitate linking research and practice. Present goals of our Literacy program discussed today include: strengthening student involvement in research, and increasing involvement of the professional community.
Several grants written by Dr. Powers were funded for the Literacy Clinic. These monies cover student scholarships, resource materials, manipulatives, equipment, books and other materials. When the equipment is not needed by the Literacy Clinic, literacy faculty members may use it with their on-campus classes. Felica Ferguson will continue with us this fall as the student assistant is in charge of scheduling use of equipment belonging to the literacy program.
WKU has discontinued giving course credit for the Reading Recovery program classes. If students express interest in receiving this training, literacy faculty members can refer them to Dr. Judy Embry at the University of Kentucky in Lexington.
WKU’s Assessment System Summary is due September 1st. Dr. Petty will take the lead on gathering the paperwork for the Literacy Faculty. While all our critical performances for LTCY 320, LTCY 420, MGE 421, and MGE 444 are completed, we are still working on the wording for critical performances for our master’s level classes. All of these critical performances must build toward the students’ comprehensive exams. We also need to tell undergraduate students to consistently upload the correct titles for the critical performances. Some students are shortening or revising the titles in various ways. Literacy faculty also need to look at the rubric and grading for these critical performances as many students are performing exceptionally well.
Dr. Powers shared as we plan and teach we need to keep striving to address the following questions in every course with the most recent research available. “How do we deal with struggling readers?” and “How can we deal with differences?”
Dr. Powers distributed a copy of the WKU Literacy Clinic Brochure. Dr. Elmer Gray provided the funding for this beautiful brochure.
Tentatively, Literacy Faculty meetings will be held this semester on Tuesdays at 1:00 PM. Departmental Faculty meetings will be held the 2nd Friday of each month.

Regarding our documentation for NCATE and SACS Literacy Program materials are aligned with ETS and IRA standards. Literacy faculty are in the process of aligning all courses with ISTE standards.
The SACS document has been completed and turned into Dr. Poe. Comprehensive Exam questions and scoring rubric have also been given to Dr. Poe.
Literacy Faculty discussed the WKU Action Plan. During the 2002-2003 school year our goal of updating materials and resources for use in the Literacy Clinic and by Literacy Faculty has been met. We are also in the process of meeting the second goal of revising our present Literacy program.
Dr. Powers shared that Dr. Ransdell has committed WKU to developing a stand-alone doctoral program in Educational Administration. Dean Evans shared with Dr. Powers that a future Doctoral Program in Literacy Education might be targeted for development at a later date. Literacy faculty may be asked to assist EDADMIN faculty as they develop their doctoral program.
Dr. Powers shared the tentative course schedules for Spring 2004 with Literacy faculty members present at this meeting. Course instructors are to make sure they list all due dates, late assignment penalties, etc. in both their syllabus and their class schedule.
As discussed last week, Dr. Petty will take the lead in writing the next piece for NCATE (Assessment System Summary) that is due September 1st.
Literacy faculty members need to emphasis to their students WKU’s Plagiarism policy.
Dr. Powers shared our department does not have a current promotion and tenure document. We are still using the SISTE document. Steps toward creating a current document will be taken in the near future.
The SIP dept. will also work to develop guidelines for Departmental Exams as we are still using SISTE guidelines.

Literacy Faculty discussed the Documentation for NCATE/KEPSB Continuing Accreditation document. Each faculty member will participate in the documentation process. All assignments will be due September 17, 2003. Completed assignments need to be in the form of a hard copy with a cover sheet.
Dr. Powers is continuing to collaborate with Dr. Poe in revising the Comprehensive Exam taken by the WKU Masters’ students in Elementary Education with a Reading and Writing Endorsement.
All faculty members in CEBS need to attend the updated Electronic Portfolio training Dr. Leroy Metze is conducting.
Dr. Powers asked for input regarding the inclusion of home addresses, phone numbers, etc. of WKU Literacy Faculty in the Faculty/Student directory. None of the Literacy Faculty objected to having home addresses and phone numbers available to the students. However, if the university did decide to eliminate them from the directory, it was fine with the Literacy faculty.

Points to remember for writing NCATE documents.
· Do not address courses we have not taught yet for the NCATE Review
· No provision has been established for changing anything about the Critical Performances until after the NCATE review
· All Literacy Faculty are to review Standard 4 material compiled by Dr. Christian. If additions or corrections are needed please email all of us.
· Since the Field Exp. Office has no official policy in place we will wait on discussing the Standard 8 material compiled by Dr. Boulware. Mrs. Mikovch will notify Dr. Boulware when her document has been approved.
· The document for Assessment Summary written by Sherry & Pam has received positive feedback from others in the College of Education and Behaviour Science
Dr. Powers shared that she submitted the “Alternative Admission to Graduate Study” plan for our department. This document gave guidelines for students who were not formally admitted to our program. No concerns has been expressed at this point.
Dr. Powers announced that the literacy program faculty should find out in the next couple of weeks if we can revise our present program or if we have to do a new program.
Dr. Powers requested literacy program faculty turn in a list of resources needed for our department on Sept. 29th, 2003.

Dr. Roger Pankratz
Five-hundred thousand dollars of action plan money is available through the Provost’s office. Dr. Burch said it was a one-time opportunity for which our college could apply. Dean Evan & Dr. Pankratz feel there are several areas in our college that would benefit from additional funding. Those areas mentioned include: refining our Master’s programs (both Rank I and Rank II pieces), refining our Critical Performances, establishing an accountability data base, creating user friendly web based modules to address the ten standards and possibly opening Literacy Clinical Sites in Owensboro and Elizabethtown.
Dr. Pankratz attended the meeting specifically to discuss with the Literacy faculty the possibility of opening the additional Literacy Clinical Sites. Suggestions included asking for additional staff for 1-2 years, set-up costs, developmental costs, and the possibility of the proposed clinic utilizing our distance learning facilities. Students at the proposed sites would do testing and tutoring in field-based situations.
Dr. Burch is concerned about the Elementary Education Block program. She feels it is a labor-intensive situation that may need to be terminated.
At Dean Evans request, Dr. Powers will be meeting next week with Senator Mitch McConnell to request funding of one million dollars to expand the Literacy Services we offer through our Literacy Clinic to one or more of our off-campus sites. Dr. Powers discussed targeting expansion to the Owensboro and/or Elizabethtown area. The proposed clinic expansion would be a collaborative partnership with local public schools having both a K-12 piece and an adult literacy piece.
Literacy Faculty members brainstormed concerning possible pieces of the proposed expansion of WKU’s Literacy Services. Some of these pieces included involve extensive use of web based learning techniques such as videos of case studies, models of guided reading, classroom vignettes and the use of model classrooms. Needs which would have to be addressed include supervision, facilitators, services, and Professional Development.
The Literacy NCATE Document was discussed. Revisions are on-going. Dr. Petty collected critical performance data from Dr. Boulware and Dr. Christian from their Spring 320 and 420 classes for use in a database to document performance in literacy courses of our P-5 elementary education majors.

Dr. Powers called the meeting to order and began by requesting Dr. Christian to share information she received from a meeting she attended on Recruitment of Graduate Students. Dr. Christian shared statistics contrasting the number of inquiries to actual attendees at a given institution at about 10,000 inquiries to about 200 who actually enroll.
Dr. Christian also shared that Institutions of Higher Education are proceeding to have all forms online so they can be emailed immediately when a potential student inquires.
WKU is moving toward having written policies for students who fail their comprehensive exam by the end of the Spring Semester 2004. This would include: a policy for failure, a policy for retake(s), and setting specific windows of time for completion of the chosen degree and the comprehensive examination.
The Literacy faculty is working on updating their Critical Performances for the courses LTCY 519, LTCY 520, LTCY 521, LTCY 522 and LTCY 524. Dr. Petty will take the lead in developing the Critical Performances for LTCY 519. Dr. Powers will work on LTCY 420 & LTCY 521 and Dr. Christian will help develop LTCY 522 & LTCY 524.
Dr. Petty is in the process of updating the Literacy departmental web pages. She will be linking pertinent program area and professional information for graduate and undergraduate students who are interested in pursuing further literacy study to the literacy departmental webpages.
Concerning Literacy Program Revision, the direction is still under consideration by Dr. Evans. Because different paperwork is required by the options under consideration, we will not proceed until Dr. Powers brings us a definite direction from the on-going dialogue she is having with both Dr. Evans and Dr. Poe regarding our program’s future.
Dr. Powers is mentoring Cassie Zipey & Brittany Butler as a part of the proposed Literacy Internship Program (LTCY 625). Dr. Powers presently is writing up documentation for the proposed course which could be used in WKU’s approval process.
On November 21-22, the Department of Curriculum and Instruction will pay people to work on Critical Performances for their existing courses. If any faculty member has an interest in attending, he should contact Dr. Daniel.

Dr. Powers reminded the Literacy Faculty to make sure their students are familiar with WKU’s Mission and Vision Statements.
The Literacy Advisory Committee with be scheduled possibly the last part of April. One of the adjuncts, Molly feels the Middle/Secondary field experiences need to be more comprehensive so that our students are more prepared for teaching reading during their student teaching experience. Molly specifically wants to line up our field assignments with the Marzano strategies.
Molly Wilson and Cassie Zippay have been serving on our advisory council for some time now. They will join Nancy Houston (who has also advised our program area for about 5 years) and Brittany Butler in order to expand our advisory council. Molly has experience in Middle/Secondary education, Cassie in adult literacy education, and both Brittany and Nancy have years of experience with early reading (primary and elementary). We feel that this will bring a nice balance of expertise to the table and enhance our program decision-making process in a more systematic manner. Dr. Petty has a databank of on-going discussions and recommendations from the above mentioned parties.
Nancy Huston, WKU’s Reading First Coach is a link to the State Department of Education. She is receiving updates and training on implementing No Child Left Behind in Kentucky.
Dr. Evans and Dr. Poe have encouraged Dr. Powers to complete the Literacy Program revisions as quickly as possible. It looks like the Master’s in Literacy Program will be entirely new so it will have to go the new program route through committees in the college, university and state department. Dr. Powers mentioned she would like to have the degree program approval process completed by January 2005.
Dr. Petty is doing a survey of students interests and needs in order to better serve our student population. She will send a link to the survey to each Literacy Instructor. The Literacy Instructors will send the survey to all of their graduate classes and LTCY 420 classes.
The Literacy Dept. brochure has been approved. Dr. Powers showed all present a rough draft. Suggestions were made for revision. Dr. Petty will oversee the revisions.
Fall texbook orders are due April 2nd.
